A Massachusetts law known as the “Dover Amendment” requires cities and towns to give more favorable treatment to religious and educational uses under local zoning ordinances and by-laws than they give to other proposed land uses. Municipalities that fail to apply the “Dover Amendment” appropriately may open themselves up to claims of discrimination and expensive litigation.
