Chip Payson is Of Counsel to Pierce Davis & Perritano LLP.
His practice is focused on defense of municipalities and other public employers in the areas of civil rights, discrimination, harassment, employment law, negligence, land use, law enforcement, and property damage. Mr. Payson represents cities, towns, and other public employers before the Massachusetts and federal courts as well as the Massachusetts Commission Against Discrimination. He is admitted to practice in the Commonwealth of Massachusetts and the United States District Court for the District of Massachusetts.
In addition to his primary practice, Mr. Payson has significant governmental experience having served in upper-level staff positions in the White House, the US Senate, the US House, the Massachusetts State Senate and the city of Gloucester. Additionally, he served as staff on a US Senate campaign and senior staff on a US House campaign and a State Senate campaign.
Prior to joining the firm, Mr. Payson served as the General Counsel for the city of Gloucester for over seven years. As General Counsel, he served as the lead attorney representing the Mayor, the City Council and all city departments and agencies; he served as the lead city attorney in all matters regarding the creation of a recreational marijuana ordinance and the subsequent siting and establishment of retail marijuana businesses within the city; and he served as the lead city attorney during a federal and state investigation into the Gloucester Police Department.
